Berlayar Close Before Its Tender: What URA Has Fixed for the Site and What Is Still Unannounced
Berlayar Close has not been launched for sale yet, so most of what a buyer eventually needs (a developer, a project name, layouts, prices and a showflat date) does not exist today. A few things about the site are already fixed, though, and they come from URA itself. This page sorts the Berlayar Close site into three groups: what URA has already put on record, what URA says will arrive when the site is launched for tender, and what only the eventual developer can tell you.
The short answer
As of URA's Current GLS Sites page (last updated 29 September 2026), Berlayar Close is a residential site on the Confirmed List of the second-half 2026 Government Land Sales programme, with a site area of 2.82 hectares, a gross plot ratio of 2.1 and an estimated launch date of December 2026. URA estimates about 695 homes. It has not been launched, so there is no tender, no bidder and no developer. Everything else, including the lease term, height limit and maximum floor area, will only be published when URA releases the site.
Group 1: what URA has already put on record
| Item | What URA states | Where it comes from |
|---|---|---|
| Programme | 2H2026 GLS programme, Confirmed List; one of the sites newly introduced in 2H2026 | 2H2026 programme, Appendix 1 (3 June 2026) |
| Land use | Residential site | Current GLS Sites page |
| Site area | 2.82 ha | Appendix 1 and Current GLS Sites page |
| Gross plot ratio | 2.1 (listed as proposed in the programme) | Appendix 1 and Current GLS Sites page |
| Estimated homes | About 695 | Appendix 1 |
| Estimated launch | December 2026 | Appendix 1; repeated on the 29 September 2026 update |
| Sales agent | URA | Appendix 1 |
Two of these lines are easy to misread, so they are worth a closer look.
"Confirmed List" fixes the schedule, not the outcome
URA describes Confirmed List sites as sites "scheduled for sale on pre-determined dates", with most sold through tenders. Reserve List sites are different: they are launched only when a developer applies for one and the application succeeds. For a buyer, this means Berlayar Close does not have to wait for a developer to trigger it. URA has put it on a timetable. What the Confirmed List does not settle is who wins the land, at what price, or what will be built. Those questions are only answered after the tender closes.
695 is an estimate, not a cap
URA's footnote explains that its unit estimates are based on the average unit sizes of recent comparable developments and on current planning guidelines. In the same 2H2026 table, URA marks a fixed unit cap on another site (Holland Plain, capped at 610 homes) and a minimum average unit size on another (East Coast Road). Berlayar Close carries neither footnote. On URA's own wording for the neighbouring Berlayar Drive launch, the actual number of homes a developer builds "may vary". Treat about 695 as a guide to scale. Do not read it as the final unit count, or as a sign of how big the units will be.
Group 2: what URA should add when the site is launched
URA's GLS page notes that, for sites still marked with an estimated launch date, detailed sale conditions are released when the site is launched for sale. For a guide to what that release contains, look at the neighbouring Berlayar Drive site, which was also a Confirmed List residential site. When URA released it on 15 May 2026, its details sheet listed:
- the land use zoning and the site area (subject to cadastral survey),
- the maximum gross floor area,
- the maximum building height,
- the estimated number of homes, and
- the lease period.
The same release gave the tender closing date and time. For Berlayar Close, none of these items has been announced yet. That includes the lease period, which buyers often assume. Until URA publishes the Berlayar Close sale details, the height limit, floor area and lease term are open questions. Do not take them from another parcel, even the one next door.
For context only: Berlayar Drive's own process has now finished. URA awarded it on 7 August 2026 to Intrepid Investments Pte. Ltd. and GuocoLand (Singapore) Pte. Ltd., after a tender that closed on 4 August 2026. It is a separate site with its own conditions, and its result does not decide anything about Berlayar Close.
Group 3: what only the eventual developer can tell you
Even after URA launches Berlayar Close and the tender closes, the details that matter most when choosing a unit still have to come from the developer. URA's tender award will name the successful tenderer and the land price. After that, the developer is the only source for:
- the project name,
- the unit mix and unit sizes,
- floor plans and the site plan,
- the price list,
- the showflat opening and preview dates, and
- the expected completion date.
So if a listing today gives Berlayar Close a developer, a brand name, a price or a floor plan, it is ahead of every official source. None of those exist yet.
What this means for your plans
- Watch December 2026 for the URA launch. It is the next dated step for this site, and it should bring the lease, height and floor-area figures that are missing today. URA describes the date as an estimate, so it can move.
- Size your budget loosely. With no developer and no unit mix, there is no basis for a quantum yet. The Berlayar Close price page will show figures only once there is an official price list. Until then, please contact us for the latest position.
- Hold off on layout decisions. The floor plans page will carry layouts once the developer releases them. Until then, unit-type choices are guesswork.
- Register for the showflat if you want early notice. The showflat page is where preview dates will appear once a developer announces them. The registration status page logs each Berlayar Close milestone as it happens.
The location itself is already known, so you can judge it now. The location page covers Telok Blangah, the Circle Line stations nearby and the HarbourFront area.
